I think you cracked the case. Yes it is a rare occurance and often but not always spells a strong move up. You cannot trade this signal on one stock only as it may only occur once a yr. Cases of strong recent upmoves after an alert are UIS - ALNK - PETD(8-15-97)

On the other hand you could say that the stoch 13-13 signal up above 20 or 25 is good enough. I just think those rare occurances of multiple oversold should be noted as possible explosion points.
