No, I intended player rather than payer. I'm talking about multi-entity systems in general, which IMO, are almost always better than single-entity systems. Katrina was an example. Disaster relief was in the hands of one entity, and that entity was incompetent. We have an expression for that: "putting all your eggs in one basket". Even common folk wisdom understand this is a poor solution.
