It truly is a fantasy land, because many plans are underfunded and the governments are starting to renege. Just like in the private sector.

In my state they changed the law 20 years ago and created a second-class tier of public employees. Anyone first hired after 7/1/1986 has to pay for their own medical insurance in retirement. It currently amounts to $590/month.
