No, you are not making any sense. Please explain how this sentence you wrote: "The passage clearly means he was removing the hold recommendation from that list." equates to what brinker said here:

"All of the individual issues on our list are currently rated "hold" except the Nasdaq 100 Shares (QQQ), which are recommended within the guidelines listed on page one of this newsletter.


OK. Maybe an analogy would help. If someone says "All of the gems in this display case are overpriced except the diamonds," that means that the diamonds are not overpriced, right?

Similarly, if someone says "All of the individual issues on our list are currently rated 'hold' except the Nasdaq 100 Shares (QQQ)," that means that the Nasdaq 100 shares are not on hold.

Do you understand now?

If you are saying that brinker was removing the "hold" recommendation from QQQQ only, then do tell us when, in the SAME location of the newsletter (prefacing the Individual Issues List) he said he was putting it back.
