If a couple of years from now a non-Communist takes over - how friendly do you think they will be to Canada or China for subsidizing their gulags?

I think that there will be many Cubans madder at the US than at the Canadians. Subsidizing their "Gulags" meant there was food on the table and medicine in their hospitals. It meant there were tourists in their hotels and currency to buy the things they couldn't produce. I know a number of Canadians who go 2 or 3 times a year to visit, and thus Cubans can eat. Compared to the US policy of keeping those who get their foot on the ground but shipping back those who are still in the water, and keeping Gitmo to store prisoners in.
