I haven't been following this debate between you two. I'll simply say that the sentences you quoted seems to be saying "buy or sell" to get the QQQQ into Brinker's recommended guideline. Brinker is seems to be saying someone conservative with less than 20% of cash put into QQQQ should buy more if they want to follow Brinker and someone who put more than 50% should sell some to get down to the upper end of his 20 to 50% recommendation for cash reserves in 2001.

Isn't that similar to a hold with a 0 to 4% limit except he's reminding them the limits are different?
