No, because as you pointed out, in some cases one would have to BUY to get within those guidelines. That's not consistent with Honey's inference that he had QQQ on hold in those two issues (April and May of 2001). Furthermore, in those same two issues, he says that QQQ is "recommended." That's not consistent with a hold rating, and nowhere in those issues does he actually SAY they are on hold.

If you're going to make inferences, they need to be consistent with what he wrote.
