Pure free market doesnt really exist but i think what milton means is the freer is better than a political class making decisions for the people. That ultimatley proved to be the undoing of the great society.
I dont think at any point in that quote that friedman is arguing against any and all criticisms of a free market economy. He is not a disciple of Rand.

PS while i was at the University of Chicago my roomate who was an italian-american and a great cook and and eco PhD student, invited Milton over for a great italian meal. There was nothing pretentious about the man. He was good people. You would have liked him.
