So why did France's minority population riot in late 2005? I thought that country had a strong social welfare system.

Here's the bottom line. We're a nation of immigrants. 95% of immigrants (legal or "undocumented") arrive here and start off either poor or in the lower-middle class. The effect of that on the average life expectancy should be obvious.
