The USSR wasn't a paper tiger when they pushed the Nazis out of eastern Europe in the 1940's so its hard to believe they suddenly became paper tigers in the 1950's and 1960's. Their equipment seemed to work ok in Hungary in 1956 and Czechoslovakia in 1968. Plus in the 1950's they developed nuclear weapons. Hardly paper tigers.
