His point is that Islam is a religion (nothing to do with nationality or ethnicity) whereas fascism is a political philosophy that exalts nationality and/or ethnicity.

You can't have a religion which is independent of nationality and ethnicity promoting a particular nationality and ethnicity. It don't make sense.

Perhaps a better phrase is "Muslims that fail to recognize a separation between church and state". That's one problem in much of the ME - they haven't gone through that recognition yet. Any government law which appears to contradict Sharia results in someone calling for Jihad....
