That they are. You have to take in or let out line depending on whether you are going up or down. One time a line broke on a larger yacht and it crushed two smaller boats. One lock we went through was a different design. Instead of being a chamber where water was let in or out, it was two huge tubs on hydraulic cylinders. They balanced each other out and as one went up the other went down. As I recall it was an 80' lift or drop.
