Considering SS as insurance against not being able to save enough is a real stretch. And even if it is consider to be that the premiums are rather high for the amount for the effective insurance given to a future retiree with average income. Insuring someone against not having enough income by giving them more income is just another way to say "welfare".

Even if the SS payouts only went to those with low savings and income after retirement calling it insurance would be weird way to look at it, but since the payments go to everyone it isn't insurance at all. If I save $100mil before I retire I'll still get SS payments (assuming the system can still afford to make them).
