True enough but if those rockets and the systems that ran them weren't reliable then there is a credibility problem. It was in the interests of the defense contractors to have a reliable enemy, not just any old enemy.

Now that the Soviets are gone we have Al-Qaeda and Iraq/Saddam. In a few years we will have China. When China becomes the enemy the US will have a problem because the US is not only squandering its human resources and wealth on a superfluous war but also accepting massive consumer short term spending, instead of investing in its people and infrastructure. Roads, schools and education, and health services to name a few need massive support.
