Research didn't really end, development and implementation ended. Of course that's the real hard part. Its not like a lot of brand new technologies are needed. The hardest part of all is getting the infrastructure up and running and used, but that should only happen when it does make economic sense, not in vague anticipation that at some point it may eventually make sense.
