Words won't do it. Physical evidence will.

Unfortunately that is not possible. We're dealing in N dimensional space here. There is no PHYSICAL evidence... I only make this point because it's one of the primary reasons why the Y2K cancer is so hard to grasp.

We're dealing with the processing of data which has no mass. We have no widely accepted means to weight or measure what data/information (they're actually different) is.

Have you visited the Capers Jones site <http://www.spr.com>? Download the pdf (Adobe Acrobat) file. Also good is background reading in his books... a recent one being something like: "Software Project Failures & Successes". Dealing with software efforts (particularly on the scale of Y2K) is largely a project management effort. And most organizations are nortoriously poor in conducting sharp software project management. Very, very few organizations can acurately & consistently estimate the cost/time/effort for software projects and then deliver on-time, on-budget, on-functionality.
