Of course it would depend on the risk reward ratio. It does now as well.

If marijuana is legal for adults but illegal for kids, then I imagine kids will be able to get it the way they get alcohol now (some one buys for them, they steal their parents supply etc.) If they can relatively easily do that, then the dealers won't have to many customers and will mostly stop being dealers.

But if for some reason the kids can't get it the dealers have a market. Also if it highly taxed then the dealers may have an adult market.

I favor legalization, but that doesn't mean I believe you can get a bunch of tax revenue and still not have a black market, massive medical benefits from the marijuana, and/or no supply available for kids.
