Absolutely, China is a big offender and they see viscerally what has happened as a result and the financial consequences of their blatant disregard. As such, they have been trying to figure out ways to make some systemic changes.

Bush on the other hand doesn't even acknowledge that we are damaging the climate. What an idiot.
