One simple reply: The more local the government the better the governance. When they don't want to fund education then the next higher level of government is looked on as a cash cow.

HA Ha Ha. Why not cut out the middle steps and just sue the UN for more funding? Ha Ha Ha.

States have no business funding local school districts. NONE!
