Peter, Not only that the officials in Louisiana were incompetent, a large portion of the citizens were also at fault. Instead of making their own moves, they just waited for the government to rescue them, and did nothing to help themselves.

That is why I think so highly of that one young man that commandeered a school bus and saved 75 people. There were hundreds of those buses available, but only one person took advantage of them.
