The way the initiative was structured, handset vendors bid on a set of agreed specifications. On that basis, the winner should be picked largely on the basis of price, without much room for operator bias. For its part, QCOM offered selected chips to the handset vendors at specal prices based on volume commitments. On that basis, the 3G for all winner should have a good chance of having "QCOM inside"
