If there's any actual thought involved in simultaneously complaining about the size of the DOD budget and complaining because the military doesn't have good enough equipment, please explain how.

It is about having a strategic vision, setting priorities, and competency.

Equipment for soldiers on the ground is a tiny, tiny portion of DOD budget. Not having good enough equipment may even be criminal.
