Buddhists don't believe in good and evil the way Jews/Christians/Muslims do.

There are great many state sponsored evil acts in the world. Nobody has a monopoly on it. Some places have more of it (Siera Leon and Sudan come to mind), but they don't have the capacity to spread it far and wide. Others may not have as much evil, but have so much might that they can affect tens of millions. I am not quite sure how we can measure the "evil" of nations.

In The Art of Happiness, Dalai Lama had an interesting interview in putting Saddam's evil in context. In his words, Saddam was getting a bad wrap because he did not personally commit all those evil acts that people complain about; his military did it for him. And the military did not do it with their bare hands, they used weapons and means provided to them by others. So to put all the blame on Saddam alone was to misrepresent the situation.
