Buddhists don't believe in good and evil the way Jews/Christians/Muslims do.

If you are pretending that Buddhists do not believe in evil acts flowing from evil impulses, this statement is very misleading.

I have not read the Art of Happiness yet, but will go to the library tomorrow and look for what you're saying the Dalai Lama said about Saddam. I suspect you're being misleading about that, as well.

Most likely, the Dalai Lama said that people who commit evil acts are responsible for their own actions because they have free will.

Without free will, no karma.
