Doug - if AMD really changed their base for TDP numbers from max. theoretical TDP to practically measurable TDP (using a "power virus" software like Intel does), this should give them some headroom of ~20%.

A QC 2.9GHz part would be ~200W.

It was voltage, which caused a nearly quadratic increase in power consumption, if upped, not clock frequency.

OTOH - you always have many factors to include in this calculation.
e.g. high TDP -> more volume in the higher bins
high target frequency at average TDP -> low volume, making high prices necessary to control demand
etc.

So what do you expect to see during summer? 2.5 GHz Barcelona vs. 2.66 GHz Clovertown or an even faster Intel offering?
A 6.4% clock frequency difference might be countered by architectural changes.
