Sigh. Please don't be intentionally dense. US statutes do not allow for the President to use the Armed Forces for border control. They DO permit the President to conduct a war outside the boundries of the United States.

Of course an A-10 can carry CBUs. But attack helicopters would be much more cost efficient and accurate.
