Offering assistance and ordering troops in are very different. The Governor still has the right to accept or decline the offer. The Governor can make a request for National Guard troops without having to wait for the President.

It is true that in extreme emergency the President might be able to exercise more authority. Even a few million trespassers does not seem to offend democrats, so it must not be an emergency.
