To date the only announced UMTS carrier to upgrade to an IP core is Cingular, they are exclusive Sonus as far as I can tell.

It is generally understood that after inheriting the upgrade from the AWS merger, Cingular gave Lucent an opportunity to win some or all of the business and Lucent failed in the lab. It was then that Cingular formally announced it.
