The war is being fought under a legally-passed Act Of Congress, called an Authorization for Use of Military Force.

I imagine the guy is going to make the argument that nation on nation war is illegal based on agreements signed by the US with the UN unless certified by the Security Council, and the 1st UN resolution that the coalition interpreted as giving permission for invasion of Iraq does not give that permission. So although the invasion of Iraq is within the bounds of US law, it is against so called international law and violates the UN charter which the US signed. Something like that.

Wonder why your author doesn't even bring that up?
