In fact the US was upholding the UN Charter. Making it relevant. The wording of UNSC 1441 was IMMEDIATE compliance or SEVERE consequences. The compliance wasn't immediate by Hans Blix own words. Kofi was dysfunctional and no longer had credibility ...he was too worried about his Oil for Food bribes from Iraq...and his sons involvement.
