The research isn't just for teachers, but for all employees. And yes, it has to be easy to fire them.

They found that the more people were paid (for the same position) the more they were fearful of losing their job and the harder they worked... the stick. Also, the more they were paid, the higher they valued their own work, and the better they performed (self-esteem)... the carrot. Of course the other benefits from competitively higher wages is less turn over, a more experienced work force, less time training (frees up management time), less work for human resources...

This is a generalization and doesn't work for all people... as I know from first hand experience. A minority of people, if you pay them more their self-esteem goes up so much they just want more money without more production.
