Elroy, the US breached the terms of the resolution by not allowing the completion of inspections. The US unilaterally pre-empted Hans Blix from completing his work. The UN wanted the inspections completed before invasion, the US unilaterally determined that there had been enough time for inspections, but that was not a judgment to be made by the US, that was under the jurisdiction of the UN. Under the circumstances, the invasion was illegal since the US undermined the UN by not allowing it to function as intended as an independent body. In other words, the US thought it had more authority than the UN, it did not, hence the violation of international law.
