No. Brazil has been using alcohol, either alone or as a gasoline additive, for a long time.

Bottom line, Brazil has a lot of land that is suitable for sugarcane. They currently are using less than 1% of the suitable land for sugar cane. Adding more is a matter of clearing and planting. It isn't free because, apparently, there is a need to fertilize and wnat not, there is a mention of "This same plantation can be harvested up to five times, although significant investments must be made at each cycle to maintain productivity.".
