As far as I know the power of impeachment is pretty broad. The only admonish is not to use it for strictly political disagreements. Even with that, I don't think any reason is prohibited. Impeachment is purely a political act and so, for that matter, is removal by the Senate. A criminal 'trial' is something else but there is a 'trial' after impeachment in the Senate. Frankly I think that what Cheney and Rove and maybe Bush did to Plame is reason enough to impeach the lot of them.
