Larry, I agree that not knowing about the delay suggests an error somewhere. It may stem from GRNO's part-time lobbyist in Columbia, or from their environmental consultant, both of whom were trying to improve GRNO's relationship with DHEC and other governmental authorities, who may have made wrong assumptions about what Bill needed to be told. It may be that Bill didn't bother to check the regulations closely. I have frequently stated that one of the few weaknesses I have perceived of Bill as a manager stems from his consistently underestimating how long it takes to get something done.

My copies (these are public documents) were obtained through GRNO, so Bill learned about the 15 day delay before I did.
