Sure, that's what they all say, but one doesn't rely on words, on relies on actions.

You were born during the Cold War, when the Soviets and the US had achieved a stalemate all over the world. Neither of us made any major inroads into each other's sphere of influence, and neither of us tolerated warfare between countries within our spheres of influence.

Small wars couldn't be helped, but big wars were not allowed.

India was allied with the Soviet Union, Pakistan with the United States.

Now that the Soviet empire has dissolved, none of the individual countries within the former Soviet bloc has armed themselves in any way approaching the old days.

They don't have to. We keep international peace in order for world trade to proceed unimpeded.

Same thing as before, small wars can't be helped, big wars are not tolerated. We learned our lesson from WWII.
