The point is that since the US unilaterally acted outside international law, it now allows China and Russia a "pass" when they attempt to do so.

Since Ethiopia unilaterally invaded Somalia (which I presume is against this mysterious international law), do you think the Sudan gets a "free pass" to attack Eritrea if it so chooses? How can I get one of these free passes? I might go attack the Irish pub on the corner.
