Because the US would only use nuclear weapons to support democracy and freedom, while other countries might not.

Bush signed and Congress ratified a historic Strategic Arms Treaty that has no schedule of reduction, no verification requirements, allows each country to build as many nukes as they want, just as long as they aren't declared "operational", [If they're in storage, they don't count.] and automatically expires. But it did fill in the check mark of "Ratify an Arms Treaty". That's a check mark a President needs to have to be declared a "Great President".
