The US thinks it is. :o)

If one poured over the language of the NPT it addresses more than just non-proliferation it also addresses the requirement for the old nuclear club to disarm. Reasonable arguments have been put forward that the nucear club, the US, France, England, China and Russia... are in violation of the NPT by not making substantial progress towards disarming. But as is often the case with international treaty, who is going to make them disarm? I would expect that any UN action to enforce the provisions would be within the context of the UN Security Council and you can bet big money that all five vetoes used.

Is it inappropriate, is it hypocritical? Sure. Who is going to do anything about it? In practice, it's appropriate because we have no choice.
