Life is more complicated that we like. While Tutsis killed Hutus, Hutus also killed Tutsis. Who was committing genocide?

The UN charter seems a fatally flawed document that allows anything to go. In the case of the current Lebanese-Israeli conflict (back to life, it seems), the UN forces can "observe" but are not allowed to forcefully intervene to prevent violations of the cease-fire. So it goes on. Maybe it gets documented a little better. Lotta good THAT does when you've been killed.
