<<Holding the purse strings
In the House, the leadership is planning to turn Bush’s request for additional military money into a mid-March debate over the war.

Rep. John Murtha, who heads a subcommittee with jurisdiction over defense spending, told reporters he hopes to add a provision to the bill that would forbid the Pentagon from sending additional troops “unless they have adequate training and unless they have adequate equipment.”

Murtha, D-Pa., said he believes the Army may have no units that can meet those standards, meaning Bush’s attempt to increase the number of troops in the war would be checked.

The measure also may be amended to forbid creation of any permanent U.S. military bases in Iraq and razing the Abu Ghraib facility that was at the center of a prisoner torture scandal.

Murtha said it is possible the bill will also call for the closing of the facility in Guantanamo Bay, Cuba, except in the case of several dozen detainees who will stand trial.

Presidential politics in the mix
In the complicated politics of the war, the spending bill would face daunting hurdles.

Democrats determined to end the conflict have said they will not approve any more money to keep it going. Republicans who support Bush’s policy would be unlikely to support limits on his power as commander in chief.

****Unlike a nonbinding measure, legislation is always subject to a presidential veto.****>>

Thoughts i do not think a binding resolution will ever be passed, but if Bush/Cheney did see that possibility coming, that could well pre-empt for war before the debate hit the floor.
As Bush/Cheney get a sense that time could well be running out these blokes are so fanatic, they would pre-emptively initiate a war with Iran in a flash..
Why would they do something so insane???

Why did Hitler invade Russia many that thought to do so would be a disaster?
For Hitler to not invade Russia would be weakness, a LACK of WILL.
Hitler was relentless on the what he called The Will, and he was The Will, and any that opposed his Will were weak.

Bush often, like Hitler speaks of The Will.

He Will not change course because he has The Will to not change course, you see(that the darkness of this) and those that falter are weak, are opponents, are enemy.
This is the essential megalomania of Dictators, all he needed was a strongman, a machiavellian dark master to fortify him. That man is Dick Cheney.

As Hitler had Himmler/Goebbels/ Heydrich and others( the forgotten monster of the Nazi Party because he was assassinated before the war's end) so does Bush as a darkly evil power group--all fanatic.

That that Right Winged FP Realist School Zbigniew Brzezinski's is sounding an alarm is a warning that that the Baker/Kissinger/Bush41 et al realize they don't control the ball, they are themselves getting fear. They have failed to penetrate the Bunker.
It is apparent Gates will not be an obstacle.

Negroponte demotion to Deputy Secretary of State was not a demotion, imo, it was a Cheney desire to keep an eye on Rice.

A few key names to this take over of the U.S. executive branch beyond Cheney and Bush,
Eliot Abrams/ John McCain/ Hadley/ Negroponte/AdmiralFallon/Joseph Lieberman and Lt.General William Boykin* be some of the essential figures of this darkness.

*Boykin is more dangerous than the satirically drawn fiction of General Jack T. Ripper, for Boykin is a reality and he has position of Power in the Pentagon that is carefully protected by Bush/Cheney : he is a major favorite.
