A lot cheaper than development money. The difference in cost is the "gift". If I considered the deal with India in an isolated world, it's not a bad deal. India opens up it's civilian facilities to IAEA inspections and that's better than not having them inspected.

As I mentioned earlier, no one considers themselves to be the "bad guys". Iran can look at the world and correctly claim, Israel has nukes, they haven't signed the NPT. Pakistan has nukes; they haven't signed the NPT; India hasn't signed the NPT and they get a sweet deal. Then there's that insane guy in North Korea who would sell anything to anyone and toss in his daughter at no additional charge. [If he has a daughter] Iran has signed the NPT and isn't even allowed to have a uranium enrichment program for nuclear civilian use that's their right under the NPT.
