India gains from the countries providing it material to meet its energy needs. India pay market value for the goods supplied. no such thing as a free lunch.... In terms of SALT/NORAD - India has an agreement with Pakistan along similar lines you described - any test will be notified to the other country, any misile launch for experimental purposes will be notified in advance.
