I don't especially feel like trading pros vs. cons back and forth. They're pretty well all listed here. cfr.org In terms of SALT/NORAD - India has an agreement with Pakistan along similar lines you described - any test will be notified to the other country, any misile launch for experimental purposes will be notified in advance. I think the only country that doesn't pre-announce a missile test is North Korea. Does that make pre-announcement agreements worthless? jttmab
