I think (but am not sure) that NPT can require inspections, but not intrusive inspections. Here is the difference: inspection normally means IAEA puts sensors and/or cameras in the plant and remotely verifies that enrichment is low grade. Intrusive inspections means there can be surprise visits from inspectors to go anywhere in the country and talk to anyone they feel like. Nobody in his right mind is going to agree to that, but Iran said that they would, if it was going to settle the issue.
