NYA broke out to new all-time highs within two years of the bear market low, roughly within the same time frame that it took in the early 90's. That wouldn't happen in a secular bear market, and made more significant by the fact that the NYA constituted more than 70 percent of the total market at that time. finance.yahoo.com
