I'm not sure there can be one simple, universally applied objective standard on this. The different opinions and circumstances of different politicians, and the numerous different issues facing different politicians over time, probably make the situation too complex.

Also I'd say there is a middle ground between "paying attention" and being "a slave to polls". "A Slave to polls" should probably be used only for the more extreme cases.
