If China did not want the negotiation to proceed, the US would still be sucking air, and still be cry foul.

The whole point is that China wants the negotiation to proceed. So does Japan, Russia, S. Korea. Why do you think they are called the 6-party talks?

China's interests in this case, as in many other cases, line up quite well with those of the US.

I would not call it a victory yet.

Neither would I. I wouldn't call it a victory until North Koreans have a sane government and some food in their bellies. Still, it seems a positive development.
