If it wasn't for government bailouts and government subsidized flood insurance, I guess the houses could be total losses. Of course such bailouts and subsidized insurance do exist, and provide an incentive (or a reduction of the normal disincentive) to build in such locations. But you can hardly blame such subsidized and bailouts on free market capitalism.


But you can blame free market capitalism for the construction of houses on an inappropriate site.
