Certainly one can imagine all sorts of convoluted scenarios. Without access to the evidence or more detailed information about it, it's all speculation.

I'm inclined to believe that the Iranian Government, or hard-line elements within that Government, have been sending weapons to Shiite radicals in Iraq, simply because the incentives for them to do so are so obvious, and until recently the cost of doing so seemed very limited. I don't doubt, though, that if the potential costs of such a policy were to seem high enough, that Government might be prepared to disavow and reverse it.
